Westminster Q156: Is the Word of God to be read by all?

(Deu 31:9,11-13) So Moses wrote this law and gave it to the priests, the sons of Levi who carried the ark of the covenant of the LORD, and to all the elders of Israel. . . when all Israel comes to appear before the LORD your God at the place which He will choose, you shall read this law in front of all Israel in their hearing. "Assemble the people, the men and the women and children and the alien who is in your town, so that they may hear and learn and fear the LORD your God, and be careful to observe all the words of this law. "Their children, who have not known, will hear and learn to fear the LORD your God, as long as you live on the land which you are about to cross the Jordan to possess."

(Neh 8:2-3) Then Ezra the priest brought the law before the assembly of men, women and all who could listen with understanding, on the first day of the seventh month. He read from it before the square which was in front of the Water Gate from early morning until midday, in the presence of men and women, those who could understand; and all the people were attentive to the book of the law.

(Neh 9:3-5) While they stood in their place, they read from the book of the law of the LORD their God for a fourth of the day; and for another fourth they confessed and worshiped the LORD their God. Now on the Levites' platform stood Jeshua, Bani, Kadmiel, Shebaniah, Bunni, Sherebiah, Bani and Chenani, and they cried with a loud voice to the LORD their God. Then the Levites, Jeshua, Kadmiel, Bani, Hashabneiah, Sherebiah, Hodiah, Shebaniah and Pethahiah, said, "Arise, bless the LORD your God forever and ever! O may Your glorious name be blessed And exalted above all blessing and praise!
(Deu 17:19) "It shall be with him and he shall read it all the days of his life, that he may learn to fear the LORD his God, by carefully observing all the words of this law and these statutes,

(Rev 1:3) Blessed is he who reads and those who hear the words of the prophecy, and heed the things which are written in it; for the time is near.

(Joh 5:39) "You search the Scriptures because you think that in them you have eternal life; it is these that testify about Me;

(Isa 34:16) Seek from the book of the LORD, and read: Not one of these will be missing; None will lack its mate. For His mouth has commanded, And His Spirit has gathered them.

"You shall teach them diligently to your sons and shall talk of them when you sit in your house and when you walk by the way and when you lie down and when you rise up. (Gen 18:17,19) The LORD said, "Shall I hide from Abraham what I am about to do, . . . "For I have chosen him, so that he may command his children and his household after him to keep the way of the LORD by doing righteousness and justice, so that the LORD may bring upon Abraham what He has spoken about him."

(Psa 78:5-7) For He established a testimony in Jacob And appointed a law in Israel, Which He commanded our fathers That they should teach them to their children, That the generation to come might know, even the children yet to be born, That they may arise and tell them to their children, That they should put their confidence in God And not forget the works of God, But keep His commandments,
(1Co 14:6,9,11-12,15-16,24,27-28) But now, brethren, if I come to you speaking in tongues, what will I profit you unless I speak to you either by way of revelation or of knowledge or of prophecy or of teaching? . . . So also you, unless you utter by the tongue speech that is clear, how will it be known what is spoken? For you will be speaking into the air. . . . If then I do not know the meaning of the language, I will be to the one who speaks a barbarian, and the one who speaks will be a barbarian to me. So also you, since you are zealous of spiritual gifts, seek to abound for the edification of the church. . . What is the outcome then? I will pray with the spirit and I will pray with the mind also; I will sing with the spirit and I will sing with the mind also. Otherwise if you bless in the spirit only, how will the one who fills the place of the ungifted say the "Amen" at your giving of thanks, since he does not know what you are saying? . . . But if all prophesy, and an unbeliever or an ungifted man enters, he is convicted by all, he is called to account by all; . . . If anyone speaks in a tongue, it should be by two or at the most three, and each in turn, and one must interpret; but if there is no interpreter, he must keep silent in the church; and let him speak to himself and to God.
